POA Types

General POA

The broadest form. Your representative can handle all matters on your behalf — property, banking, courts, government, inheritance and more. Recommended when you are leaving for an extended period. Can include a right of sub-delegation to other persons.

Special (Limited) POA

Grants authority for a clearly defined list of actions only. For example: renting out your apartment, managing one specific bank account, or representing you in a single court case. No authority beyond what is explicitly listed.

One-Time POA

Authorises a single, specific transaction — for example, signing a property purchase agreement on your behalf. Once the action is completed, the authority expires automatically. Most secure option when trust is limited.

Our recommendation: If you plan to live in Cyprus long-term, consider a General POA with the widest possible scope of authority — covering property, inheritance, banks, courts and government bodies, with a right of sub-delegation. This avoids the need to issue multiple documents later. Make sure your representative cannot receive money or property on your behalf without your separate written consent — this protects you from misuse.

Where to issue

Important — Rosreestr & Russian state bodies: Russia and Cyprus have different notarial systems. A Cypriot notary only certifies the signature; a Russian notary certifies the entire legal act and the grantor's capacity. There are precedents of POA documents certified by foreign notaries being rejected by Rosreestr (Russian property registry). A consular POA eliminates this risk entirely. When in doubt — use the Russian Consulate in Nicosia.

Legalisation

Countries party to the Minsk Convention on legal assistance in civil, family and criminal matters. POA issued at the Russian Consulate is accepted directly.

Countries party to the Hague Convention of 1961 (123 countries). A Cypriot notary's POA must receive an Apostille stamp — issued by the Ministry of Justice or KEP centre in Cyprus.

For countries outside both conventions. Two-step process: (1) confirmation of notary's authority by the local Ministry of Foreign Affairs; (2) consulate legalisation with a certified Russian translation.
