Where to issue a POA in Cyprus
There are two main routes โ each with its own advantages depending on where the document will be used

How a Cypriot POA is recognised in Russia, Ukraine, Kazakhstan and Belarus depends on the country's treaty status
Countries party to the Minsk Convention on legal assistance in civil, family and criminal matters. POA issued at the Russian Consulate is accepted directly.
Countries party to the Hague Convention of 1961 (123 countries). A Cypriot notary's POA must receive an Apostille stamp โ issued by the Ministry of Justice or KEP centre in Cyprus.
Cyprus is a full member of the Hague Convention
For countries outside both conventions. Two-step process: (1) confirmation of notary's authority by the local Ministry of Foreign Affairs; (2) consulate legalisation with a certified Russian translation.
