What is Belarus Apostille?
Apostille affixing is a simpler procedure in comparison with consular legalization.

The 1961 Hague Convention does not apply to documents issued by diplomatic or consular offices, as well as to those documents that are directly related to a commercial or customs operation.
Consular legalization in Belarus
Consular legalization (sometimes called diplomatic legalization) is often called "double legalization", since in order to legalize a document, it is necessary to perform certain actions both in the country that issued the document and in the country receiving the document. The first action is carried out in the Republic of Belarus:
To legalize the original document, we must contact the Consular Department of the Ministry of Foreign Affairs of the Republic of Belarus or consular offices of the Republic of Belarus located outside its borders.
To legalize a copy of a document, we must first certify a copy with a notary, then confirm the notary's signature at the Ministry of Justice of the Republic of Belarus and only after that contact the Consular Department of the Ministry of Foreign Affairs of the Republic of Belarus.

The second action is carried out at the embassy of a foreign state or at consular offices of the Republic of Belarus abroad:
The "half" legalized document is submitted to the embassy of a foreign state, on the territory of which the document will be used.
The embassy staff will confirm the authenticity of the signature of an official of the Consular Department of the Ministry of Foreign Affairs of the Republic of Belarus, and this completes the legalization.
In the absence of an embassy of a foreign state on the territory of Belarus, it is necessary to contact either the embassy authorized to represent the interests of this state in Belarus, or the consular offices of the Republic of Belarus abroad, which have jurisdiction over this foreign state.
